Jurisdiction and Work of the Sub-Committee
The sub-committee is the first stage in which the student begins his journey toward claiming his rights and offsetting the injustice against him. It can be said that the sub-committee is the real face of the work of the unit, and hence the importance of the work it does.
The sub-committee is competent in each college, Joint Year, or institute to receive complaints submitted by male and female students regarding the academic and non-academic problems to which the student is exposed, even if the complaint is against a faculty member assigned to work in the college or institute. These complaints shall be adjudicated within a maximum period of thirty days from the date of their submission. If the sub-committee deems that the complaint should not be adjudicated because of the special importance of the case presented or because there is a moral impediment to the committee that prevents it from taking the appropriate decision, it shall refer the matter in its case to the standing committee of the university to exercise its jurisdiction over it.
The sub-committee shall convene at least once every fifteen days at the invitation of its chairman, and the meeting shall be valid in the presence of the majority of its members, provided that the chairman is among them. All discussions and decisions shall be recorded in the session minutes and signed by the members present. The committee shall issue its decisions by a majority of the members present. In the event of an equality of votes, the side that includes the chairman's vote shall prevail. The decision shall not become effective until the date of its adoption by the competent authority under the rules and regulations in force. The decision issued after its adoption shall be announced to the concerned parties.
Competence and work of the Standing Committee
The Standing Committee represents the second stage to which the student may resort if he feels that the injustice against him is not remedied by submitting his complaint to the Sub-Committee, when a decision is issued to preserve or reject the complaint, or when a decision approved by the authorized person is issued that does not achieve the desire of the student or does not restore to him all the rights he claims. The recourse to the Standing Committee shall be to file a grievance before it against the decision issued by the Sub-Committee within fifteen days starting from the date of the student's signature with knowledge and access to this decision. If the decision of the Sub-Committee on the subject of the complaint is not issued within the legal period (thirty days), the student may submit to the Standing Committee a request to consider and investigate the subject of his complaint.
The Standing Committee is competent to consider and investigate the following:
(1) Grievances against decisions issued by the sub-committees and submitted by students.
(2) Complaints that have not been resolved by the sub-committees within thirty days or those referred to it by the sub-committees.
(3) Complaints and grievances referred to the standing committee by His Excellency the President of the University because of the privacy, confidentiality, and exceptional circumstances that these complaints or grievances may enjoy.
After the end of the investigation, the Standing Committee shall issue its recommendations on complaints and grievances that it deems serious within thirty days from the date of their submission or the date of referral. These recommendations shall be presented in a memorandum to His Excellency the Dean of Student Affairs, who shall, in turn, submit them to His Excellency the President of the University for approval or take the decision he deems appropriate regarding the incident in the light of the investigation in which they were carried out. His Excellency may submit the decision to the University Council for approval in the cases stipulated by law in this regard. The decision of the President or the University Council shall be final and not subject to appeal. The concerned parties shall be informed of this decision.
Competence and work of the Supreme Committee
The Committee shall have the following tasks:
(1) Identifying the development of the work of the unit and proposing what is necessary for its development.
(2) Issuing decisions that would coordinate between the unit the university and its employees to facilitate and control the work of the unit.
(3) Issuing the necessary recommendations on supporting the culture of justice and fairness among students.
(4) Interpreting and recommending the amendment of any of the articles of these rules or any of the clauses of the document of the rights and obligations of the university student, provided that the recommendation for amendment is submitted to the University Council for approval under the regulation.
(5) Establishing the basic principles and pillars that guide the work of the sub-committees and standing committees.
(6) Considering and taking the necessary action regarding the complaints and grievances referred to the Committee by His Excellency the Dean of Student Affairs because of the recurrence of these complaints or their special importance.
The Supreme Committee shall convene at the invitation of its chairman, and its meeting shall be valid in the presence of a majority of its members, provided that the chairman or his deputy is among them. All discussions and recommendations shall be recorded in the session minutes and signed by the members present. The Supreme Committee shall issue its recommendations by a majority of the members present. In the event of an equality of votes, the side that includes the vote of the chairman of the session shall prevail. These recommendations shall be presented to His Excellency the President of the University for approval and to take the necessary measures regarding their implementation under the regulation.
